This unit provides the skills and knowledge required to operate a forklift truck safely in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a HRW licence to operate this plant. At the conclusion of the course you can apply to WorkSafe to obtain your licence.

With comprehensive coverage of attachments, controls, and proper shutdown procedures, this course delivers the complete skill set for forklift operation.

It is a requirement of any person performing work with a forklift truck in Victoria to hold a WorkSafe forklift truck High Risk Work (HRW) licence.

Delivery

With industry experience 

  • Delivery Method: Face-to-face (theory and practical)
  • Course Duration is two days
    • 0800 and finishes at 1400 including breaks – 6 Hours 
    • 0800 and finishes at 1600 including breaks – 8 Hours

Minimal industry experience 

    • 0800 and finishes at 1600 including breaks – 8 Hours 
    • 0800 and finishes at 1600 including breaks – 8 Hours
  • All forklift course study materials will be issued at the time of booking 
  • Students are required to complete some pre-reading and complete a workbook before they undertake face-to-face sessions, access to internet, smart phone, tablet or laptop
  • Acts and Regulations which affect how you work
  • Using different types of forklift trucks with a range of fuel/power sources
  • Inspecting the site and the forklift (including pre-start, planning, post-start and post-operational checks)
  • Forklift attachments and controls;
  • Data plates/load charts
  • Load centre and centre of gravity
  • Travel speed and visibility
  • Safe operating techniques & exercises (including lifting, lowering and positioning loads correctly; stacking into racks, stacks, containers and truck trays; travelling with and without loads; travelling on ramps/slopes);
  • Safe shutdown and parking
  • Safety of other personnel
On successful completion, you’ll receive:
  • A Statement of Attainment (TLILIC003 – Licence to operate a Forklift truck)
  • WorkSafe Victoria Notice of Assessment that is a temporary licence valid for 60 days

 

You will need to submit your licence application with the notice of assessment directly to WorkSafe within 60 days in order to obtain a high-risk work licence to operate this plant.  Please note the WorkSafe licence fee is not included in our costs.
  • Must provide one primary proof of photo ID (Keypass, Passport, Australian Drivers Licence)
  • Applicants must be aged 18 years or over
  • Applicants must be a resident of Victoria
  • Basic English, literacy, numeracy and digital skills at a level sufficient to read and interpret workplace documentation. You must complete a language, literacy and numeracy assessment as part of the enrolment process
  • Must have the physical capacity to undertake the practical training and assessment components
  • USI that can be verified to ensure release of Statement of Attainment
  • PPE: Safety boots/Steel-capped bootshigh-visibility vest/shirtand long pants
  • Study Materials: This course requires you to complete the study guide review questions before your course date and bring them with you on day one. This is provided at time of booking

As part of getting a Forklift licence to operate this type of equipment in Victoria, you will enroll in the Unit TLILIC0003 – Licence to operate a forklift truck to obtain a Statement of Attainment upon successful completion of your course.

By undertaking Nationally Recognised Training (NRT) you will need to have a Unique Student Identifier (USI) that gives you access to your online USI account that contains all your nationally recognised training records. The main benefit of the USI is that you will have easy access to your training records and results throughout your life.

International Students:

If you are on a visa, you must be legally allowed to train without breaching your visa conditions. The LF unit (TLILIC0003 – Licence to operate a forklift truck) is exempt from CRICOS registration requirements and can be undertaken by international students on appropriate visas. Please verify your visa conditions and work rights before enrolling, as operating forklifts commercially may have specific visa restrictions.

Qualification pathways:

This unit of competency can contribute to Certificate qualifications from the Transport and Logistics Training Package or other warehousing and logistics qualifications.

Vocational pathways:

Obtaining this unit of competency will allow individuals to apply for a WorkSafe Victoria LF High Risk Work licence to operate forklifts and work in warehousing, logistics, manufacturing, construction, and various industries requiring forklift operations (but not restricted to these industries) if they wish after obtaining their licence.

I had training for my HR license, and Alex was my trainer. He was very helpful and did an excellent job explaining the rules and providing clear guidance on road safety. What forklift licence do I need in Melbourne/Victoria?

Most warehouse and logistics roles require the LF (Forklift Truck) High Risk Work (HRW) licence. If you’ll operate an order-picking forklift, you’ll need the LO licence. Both are recognised across Victoria.

Complete nationally recognised training TLILIC0003 – Licence to operate a forklift truck with an RTO, pass the assessment, then apply to WorkSafe via myWorkSafe within 60 days using your assessment number/Notice of Assessment. If you cannot lodge your High Risk Work licence online, you will need to lodge it in person at an Australian Post outlet.
Our standard 2-day forklift course (plus pre-learning at home) covers theory and hands-on practical training before assessment.

The course fee is $500 (LF – TLILIC0003). After you pass, you’ll also pay a separate WorkSafe application fee when lodging your HRW licence.

As at 1 July 2025, WorkSafe Victoria lists an application fee per class and a 5-year licence validity. (Fees are indexed—check current pricing when you apply.)

WorkSafe advises up to 45 calendar days for processing. If approved online, you’ll get immediate digital access in myWorkSafe; your plastic card arrives later by mail.
On private property/worksites: a car licence isn’t required (you must hold the relevant HRW LF). On public roads: the forklift must be registered and display number plates, and the operator must hold both an HRW LF and a current car licence.

Anyone performing work with a forklift in Victoria must hold the appropriate WorkSafe HRW licence.

You’ll need to be 18+, provide photo ID, be a Victorian resident, have basic English/literacy/numeracy (LLN check), be physically capable for practical assessment, and provide a USI (Unique Student Identifier).
