Throughout the course, you’ll master the complete scope of boom-type EWP operations, from understanding critical workplace legislation and safety regulations to planning work, establishing exclusion zones, and assessing ground conditions. You’ll learn thorough site inspections, pre-start and pre-operational checks, correct use of stabilisers/outriggers, and how to confirm wind limits, SWL and load charts to ensure safe platform capacity.
Through hands-on training, you’ll develop precision in basket positioning and control of slewing, elevating and telescoping functions, safe travel and operation at height, and clear communication/signalling. You’ll also cover emergency procedures and controlled descent, shutdown and isolation, and best-practice protocols that protect both you and your colleagues.
On successful completion, you’ll receive a Statement of Attainment (TLILIC0005 – Licence to operate a boom-type elevating work platform 11 meters or more) and your WorkSafe Victoria Notice of Assessment that can be used to apply for your licence online.
It is a requirement in Victoria that anyone performing work with a boom-type elevating work platform, with a boom length of 11 metres or more, holds a valid WorkSafe High Risk Work (WP) licence.

Prerequisites and entry requirements
- Must provide one primary proof of photo ID (Keypass, Passport, Australian Drivers Licence)
- Applicants must be aged 18 years or older
- Applicants must be a resident of Victoria
- Basic English, literacy, numeracy and digital skills at a level sufficient to read and interpret workplace documentation. You must complete a language, literacy, numeracy and digital assessment as part of the enrolment process
- Must have the physical capacity to undertake the practical training and assessment components
- USI that can be verified to ensure release of Statement of Attainment
- Study Materials: This course requires you to complete the study guide review questions before your course date and bring them with you on day one. This is provided at time of booking
Learning outcome
On successful completion, you’ll receive:
- A Statement of Attainment (TLILIC0005 – Licence to operate a boom-type elevating work platform 11 meters or more)
- WorkSafe Victoria Notice of Assessment that is a temporary licence valid for 60 days
You will need to submit your licence application with the notice of assessment directly to WorkSafe within 60 days in order to obtain a high-risk work licence to operate this plant. Please note the WorkSafe licence fee is not included in our costs.
Nationally Recognised Training Qualification
As part of getting a Boom-Type Elevating Work Platform licence to operate this type of equipment in Victoria, you will enroll in the Unit TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more) to obtain a Statement of Attainment upon successful completion of your course.
By undertaking Nationally Recognised Training (NRT) you will need to have a Unique Student Identifier (USI) that gives you access to your online USI account that contains all your nationally recognised training records. The main benefit of the USI is that you will have easy access to your training records and results throughout your life.
International Students:
If you are on a visa, you must be legally allowed to train without breaching your visa conditions. Any course undertaken by a student visa holder, whether it is a primary course or additional study, must be registered on CRICOS (except for the LF unit – TLILIC0003 Licence to operate a forklift truck). This unit (TLILIC0005) is not registered on CRICOS, and we are not a CRICOS provider. Please verify your visa conditions before enrolling to ensure you can undertake this training without breaching your visa requirements.
Qualification pathways:
This unit of competency can contribute to Certificate qualifications from the Transport and Logistics Training Package or other plant-related qualifications.
Vocational pathways:
Obtaining this unit of competency will allow individuals to apply for a WorkSafe Victoria WP High Risk Work licence to operate boom-type elevating work platforms (11 metres or more) and work in construction, maintenance, warehousing, and various industries requiring elevated access equipment (but not restricted to these industries) if they wish after obtaining their licence.

Is TLILIC0005 recognised in Victoria?
Yes. On successful completion you’ll receive a Statement of Attainment (TLILIC0005), which you use to apply to WorkSafe Victoria for your High Risk Work (WP) licence (boom length 11 m or more).
What will I be able to do after the course?

Are there any medical requirements?
You must be physically capable of working at height and operating machinery. If you have any medical conditions that may affect your ability to safely complete practical tasks (e.g. heart conditions, vertigo, epilepsy), please contact us before enrolling to discuss whether this training is suitable for you.
Do I need a USI?
Yes. A valid USI is required to issue your Statement of Attainment. Create or retrieve one at usi.gov.au.

What equipment do you use?
We provide boom-type elevating work platforms (11 m+) on site for hands-on practical training and assessment.
What should I wear and bring?
Enclosed safety boots, long pants and suitable long-sleeve workwear. Bring photo ID, your USI, completed pre-reading/workbook, and water/snacks. PPE for practical is supplied where required.
What's the assessment like?
A combination of theory and practical assessment that meets WorkSafe Victoria requirements for the WP licence class.
What if I don't pass on the day?
We’ll provide feedback and discuss reassessment options. Additional training or assessment fees may apply.
Is the HRW licence included in the course fee?
The course issues your Statement of Attainment. The WorkSafe HRW licence application is a separate process with additional government fees payable when you lodge (via Australia Post or the myWorkSafe App).
How do I apply for the WP licence after training?
Use your Statement of Attainment to apply to WorkSafe Victoria (generally within 60 days). We’ll give you step-by-step instructions at the end of your course.

What is included in the fee?

What is your cancellation and refund policy?
